ICO stands for “Initial Coin Offering”. And here's how it works; You create a document essentially detailing exactly how the system would work (white paper), make a pretty website and explain why its a great idea that could be very useful. Then, you ask for people to send you money (mostly Bitcoin or Ether, but you can also take fiat) and in return you send them back a percentage/worth of their investment in your new developed Coin (BabyCoin). They hope that BabyCoin will get used a lot and be in high circulation, which would raise the value of the currency.
An initial coin offering is similar in concept to an initial public offering (IPO), both are Fund raising process for companies , while an ICO is an investment that gives the investor a cryptocoin, more usually known as a coin or a token. which is quite different to the issuance of securities as is the case in an IPO investment.
Alternatively, some may describe ICO as an alternative mean of crowdfunding to support blockchain-related projects by means of token sale, of which the tokens can be applied to their services and applications.
